Collectively known as civilians, these are the non-military citizens and colonists of
Super Earth and its territories. They are present on Emergency Evacuation and Evacuate Colonists missions, as well as various parts of non-occupied Mega Cities. In Mega Cities, civilians will have much more varied clothing and will travel in small groups as they try to find a safe place to hide amongst the carnage, while civilians that spawn in Evacuation missions will always wear the Super Earth Standard Issue Blue Overalls.
As they are not members of the
S.E.A.F., civilians are entirely unarmed, relying on the
Helldivers and SEAF Soldiers for protection. Please note that while High Command is willing to overlook friendly fire incidents among squads of
Helldivers, the killing of innocent civilians will not be tolerated. As such, each citizen killed by direct actions of a Helldiver immediately deducts 25 requisition slips from the final payout. This includes citizens killed by automated Stratagems, such as the Guard Dog Rovers and Sentries, and civilians killed by irresponsibly placed napalm, gas, cluster munitions or orbital lasers, among others.
Appearance[]
Civilians are, as one would reasonably assume, normal everyday human inhabitants of the
Federation of Super Earth. As such, they do not dispose of any gear or weapons and are an easy prey for the many enemies that a SEAF Trooper or a
Helldiver would usually shrug off.
Normally, civilians that generate in Mega Cities will be wearing the Standard Issue Super Earth Blue Overall. However, these civilians can also spawn with at least 3 other outfits, which may indicate additional professions. Given how civilians only spawn in Mega Cities that are under attack, they will often be running around in groups, waving their arms, panicking as they run all over the place in search for shelter.

A civilian's panic is momentary, however, as civilians will also loudly clap and cheer for the
Helldivers whenever encountered without any enemies nearby. Civilians running by can be heard celebrating a Helldiver's kills and will even attempt their own salute[1] whenever a Helldiver salutes them without any enemies nearby. Additionally, should they witness the unfortunate passing of a Helldiver or find the late remains of a Helldiver, they will fall to their knees and mourn them.[2]
Civilians spawned from the Evacuation missions will always be wearing the Standard Issue Super Earth Blue Overall and, unlike those in the Mega Cities, have a preset path towards the Evacuation Shuttle. However, they still preserve some voicelines from regular civilians.
Civilians are only otherwise encountered in the game as corpses, either mercilessly slaughtered by the enemy or dying in a last stand to protect their homes and property. Colonists living in the untamed wilds of the galactic frontier will be often found dead but will occasionally have their empty SG-88 Break-Action Shotgun or an Entrenchment Tool nearby, the latter being usually found impaled on a dead enemy.

- If around 9 civilians (and/or SEAF Soldiers) are killed consecutively, the Super Destroyer's crew will disavow the Helldiver and consider them a traitor. They will then attempt to execute the offending traitor by firing upon them with the ship's 380mm cannons. Still-loyal teammates are advised to either execute the un-Democratic traitor themselves, or maintain a 50 meter distance to avoid friendly fire.
- Civilians killed by backpack drones, mines, and sentries will be considered "unfortunate accidents" by High Command and will not hold the Helldiver's character into question. However, 25RPs will still be deducted.
- Dying will reset the treason limit to 0.
